   The OPSEU (Ontario Public Service Employees Union) Unified Collective Agreement for the Ontario Public Service (OPS) is a contract that outlines the terms and conditions of employment for most OPSEU members working in the OPS. This agreement is negotiated between OPSEU & the Ontario government. The current agreement covers the period from Jan. 1, 2022, to Dec. 31, 2024.

Key Features of the OPS Unified Collective Agreement:

  • Term:   
    The current agreement is for three years, from January 1, 2022, to December 31, 2024.
  • Purpose:   
    The agreement aims to establish and maintain satisfactory working conditions and terms of employment, as well as a procedure for handling grievances and disputes.
  • Bargaining Agent:
    OPSEU/SEFPO is the recognized bargaining agent for the OPS Unified members.
  • Salary:   The agreement includes salary increases negotiated under Bill 124, with 1% increases effective January 1, 2022, January 1, 2023, and January 1, 2024.
  • Union Dues:    Dues are 1.375% of gross salary and are tax deductible.
  • Benefits:   The agreement outlines various benefits, including options for employer-paid benefits or in-lieu payments for fixed-term employees.
  • Working Conditions:   The agreement covers a wide range of topics, including management rights, non-discrimination, pay administration, temporary assignments, health and safety, and more.
  • Guides and Explanatory Notes:   OPSEU provides resources like guides for different employee types (regular, seasonal, part-time, fixed-term) and explanatory notes to help members understand the agreement.
  • Staying Informed:   OPSEU encourages members to stay informed through various channels like Zoom meetings, newsletters, & local meetings.
  • Collective Agreement Articles:   The agreement includes articles covering various aspects of employment, such as recognition, management rights, non-discrimination, check-off of union dues, information to new employees, posting and filling vacancies, pay administration, temporary assignments, health and safety, work arrangements, headquarters, isolation pay, kilometric rates, and time credits while traveling.
  • Fixed-Term Employees:   Specific articles apply to fixed-term employees, including provisions related to benefits, pay, and contract extensions.
  • Fixed-Term Employee Benefits:   Fixed-term employees receive a percentage of their gross pay (excluding overtime) for benefits coverage, and they have the option to opt into the full benefits package.
